Deomali Rangsomhum gets Log drum

ITANAGAR, Nov 23: To the delight of the Noctes of Deomali area, the old and badly damaged log drum (Thaam) at Deomali Rangsomhum was replaced by a new log drum on Nov 21 amidst a huge gathering. The new log drum was felled and carved out from a huge tree by the public of Deomali representing all the sections of the people.

Dressed in traditional attires, the Nocte youths of entire Deomali brought the new log drum from the jungle and installed ceremonially at the Rangsomhum. (DIPRO)

 

Governor provides financial assistance to baby Archim

ITANAGAR, Nov 23: Governor of Arunachal Pradesh JP Rajkhowa has provided Rs. 60,000 under Discretionary Grant for baby Archim to meet her post-treatment cost.

The Governor granted the amount immediately after Muskan Welfare Society approached him for providing financial assistance to the baby from Jong village of Anjaw, who has undergone liver transplantation surgery on Novermber 11 at Institute of Liver and Biliary Sciences, New Delhi.

APPDSSU suggests an alternative road

ITANAGAR, Nov 23: The Pakke-Kessang Pijeriang Dissing-Passo Seijosa Students’ Union (APPDSSU) has suggested that a road connectivity from Itanagar via Tarasso, Radhaso, Dising Passo to Seijosa be taken up on priority taking into account many violent incidents that happened in Sonitpur district of Assam, latest being the Sootea incident. The union has given a memorandum to the chief engineer, PWD western division in this regard.

It has become a regular phenomena and the worst affected are the nearby people bordering Sonitpur district of Assam in which the innocent people of our area are always being tortured and targeted on the national highway and particularly the citizens of the 12th Pakke Kessang Assembly constituency, its memo read, referring to the highway through Assam as a trapping point.

 

IPPE-II training commence at Palin

ITANAGAR, Nov 23: The Block Planning Team (BPT) members training on Intensive Participatory Planning Exercise (IPPE-II) for Kra Kaadi District commenced today at the Nyokum Hall, Palin today.

The District Rural Development Agency (DRDA) Kra Daadi district in collaboration with SIRD, Arunachal Pradesh is conducting the four days programme.

Deputy Commissioner cum District Programme Coordinator, Habung Doni addressing the training requested all participants (Block Planning Team) comprising of Block Development Officers, Vety. Officer, EO (RE), PTAs, PRI members and others to avail the knowledge imparted by the resource persons. He stated that the three phases of development like Planning, Implementation and Monitoring and Evaluation is most important. He also called for shunning the political differences for smooth and timely preparation of a composite Gram Panchayat Plan before Dec 31, 2015.

ADC Pania, S.Lowang requested the participants to learn attentively from the training for proper planning at GP level by using various tools of Planning as taught by the resource persons.

Resource persons of the training are L.K. Kabak and S.W. Bagang from SIRD Itanagar. Altogether 50 nominated BPTs are attending the programme.

 

Job Mela meetings at Khonsa, Daporijo

KHONS, Nov 23: A consultative meeting with PRIs on the Job-Mela to be held was convened at ADC‘s office to discuss about the implementation of the Chief Minister’s Skill Development Scheme under the chairmanship of ADC N.Wangsu.

Addressing the PRIs, DDI P.Arangham briefed on the procedures and objectives of the Job Mela-cum-Skill Development Awareness and Trainees Selection Rally-2015, which is scheduled on Dec 14.

ADC Khonsa, N.Wangsu, asked the PRIs to take active role in spreading the message at the village level enable the educated and unemployed youth to attend the programme and avail the benefits of the scheme. The panchayat leaders attending the meeting assured to publicise the news at the grass-root level for larger benefit.

The district level Job Mela cum awareness campaign for skill employment generation was held on Nov 22 at Singhik Hall, Daporijo, reports our Daporijo correspondent.

Addressing the gathering, DC Komkar Dulom encouraged the youth to avail the opportunity. He advised the youths to be skilled technically with other academic qualifications. Further, he appealed the candidates to participate actively and make the scheme a success.

Altogether 202 job seekers participated in the Job Mela while nine VTPs participated in the training.

42 Assam Rifles conducts health camp at Rima

NAMPONG, Nov 23: Taking the opportunity of the religious event of the 8th Sacred Kathina Civara Dana cum Acharya Kanto Poi in Rima Village, the 42 Assam Rifles under supervision of Dr S.Sharma organised a medical assistance camp on Nov 22. More than 50 patients availed the benefit of the medical assistance camp.

Speaking about providing medical assistance in the area, Major C.Ranade of the Assam Rifles camped at Nampong said that such religious event attracts large number of people from far flung area of the districts who rarely get benefits from medical camps and hardly comes out of their places to avail the benefits.

Pointing to poor health system in the area, Ranade urged the downtrodden people to avail the health camp facilities for free. The camp was organized also to generate awareness on different health issues in the area and to help all to keep themselves healthy, he informed.

 

There is no place for intolerance

in our society: Rebia

KIMIN, Nov 23: Speaker State Legislative Assembly, Arunachal Pradesh cum local MLA 14- Doimukh Constituency, Nabam  Rebia said that there is no place for intolerance in our society and that little sacrifice and tolerance can help attain peace in the society.

Rebia said this while addressing the public present during the inauguration of St. Elizabeth Church at Upper Jumi Village.

He advised the gatherings present that they follow the path of tolerance and sacrifice.

Society celebrates silver jubilee

NAHARALGUN, Nov 23: The Silver Jubilee of Popì Sarmiñ Society (PSS) a society of singers, lyricists, musicians, novelist, writers, folklorist, fine art artists and others of Apatani community was celebrated on Nov 22.

Attending the programme, Ziro MLA Tage Taki in his speech appreciated the Society for their untiring and relentless work toward preservation and promotion of the traditional art, culture and literature of the Apatani community and suggested to work toward more participation from the younger generation.

Prof. Pura Tado, while appreciating the PSS activities has advised to do proper research to avoid any mistake while documenting art, culture and literature of the society.

Bengia Hemanta, Dr. Pascal Boucery and Toko Tubin were felicitated with Popi Sarmin Award 2015 for their contribution towards Apatani art, culture and literature.

Earlier, in the day, PSS, Chairman, Habung Tago hoisted the flag at Dree Ground, Papu Nallah. All the former chief patrons, patrons, advisers, senior officers and intellectuals from the community were present during the occasion.

A documentary film titled “Popi Harbii Vol.I” on 25 years of Popì Sarmiñ Society and its achievements was released by Tasso Grayu, a prominent leader of the community.

The highlights of the evening programme were the release of a documentary, two video albums, audio cassette and a magazine with the demonstration and display of Gangu, Elu and Pili, the traditional musical instrument and various colourful cultural display of fusion dance with traditional and modern classical dance.

 

DA & BRO inspects bridge site

DAPORIJO, Nov 23: Upper Subansiri district administration team along with the local GREF Commander today inspected the collapsed bridge site for its early restoration.

Deputy Commissioner Komkar Dulom has informed that the administration has constituted an inquiry committee to find out the actual cause of the collapse of the 200 ft long Menga Bridge. Further, police have started investigation in the area to find out the reason behind the incident.

Daporijo BRO commander informed that the temporary arrangement for crossing the river has been surveyed and best possible efforts are on to restore the Bridge at the earliest. Arrangements are being made for a pulley system to immediately transfer the food items at the point, informed BRO officials.

 

House at Boasimla turn to ashes

ITANAGAR, Nov 23: The resident and godown of one Song Tajam at Boasimla under Kamporijo circle, Lower Subansiri district was burnt to ashes at around 8:30pm of November 21 last.

Claiming that property worth Rs 25 lacs approx, including local ornament and official documents were lost in the inferno, the Taniang Youth Welfare Association has sought relief for the victim. It has written to the DC Lower Subansiri  district and Director, Relief and Rehabilitation/disaster management in this regard.

 

Union registers objection against appointments

ITANAGAR, Nov 23: The All Kra Daddi District Students’ Union (AKDDSU) has registered strong objection against appointments of six contingency staffs under DRDA Kra-Daadi claiming that it was done without following the norms and regulation of appointment rules. They have written to Director, Rural Development department in this regard.

It claimed that the appointees who are the kiths and kins political leaders of the district did not face any interview, written or walk in interview, for the posts.

It has given 15 days time to the department for the dismissal of the appointees failing which it has threatened of democratic movement.

Speed up road double lanning project

ITANAGAR, Nov 23: Expressing concern over the tardy pace of ongoing double lanning work of 20 Km long Kimin-Potin road being taken up by the BRTF, the All Kimin Youth Welfare Association (AKYWA) has in a letter to Papum Pare DC today appealed to him to direct the project executing agency to speed up construction work by installing latest machinery instead of the out-dated ones being used currently.

The executing agency has assured to complete the project within 3 years but even after the passage of one and a half years they have been able to complete only 40 % of the total work, the association claimed.

 

Social service conducted

ITANAGAR, Nov 23: A social service was conducted by the Tasso Clan Youth Organization in its village area under Ziro, Lower Subansiri on Nov 22. The social service was been carried out to create awareness among the clan to keep clean its surrounding area for better health, hygiene and aesthetic look, stated a release.

A total 143 members representing ASMs, GPMs, Head Goan Buras, government officials, public and students of the clan participated in the social work. The panchayat members and officers of the clan suggested the youth organization to conduct more such programme. Demonstration of disposing hazardous items was displayed by the youths for an effective cleaning.

ITANAGAR, Nov 23: In the wake of global atmosphere of fear and increased threat to Pope Francis, a small village in Miao Diocese made special prayers for the safety and good health of Pope Francis and for world peace during the Eucharistic Procession, celebrating the Feast of Christ the King on Nov 22, stated a release.

The Eucharistic procession began from one end of the village and, moving through the village, concluded in the Parish Church.

 

Lohit DC inspects works

TEZU, Nov 23: A district level monitoring team headed by Deputy Commissioner Tamiyo Tatak, accompanied by the Comdt. BRTF, EAC Wakro, District Planning Officer, Executive Engineers RWD, WRD, PWD, District Land Revenue & Settlement Officer, District Disaster Management Officer and District Tourism Officer visited the site of Brahmakund-Arowa Road and the Tourist Lodge in Parsuram Kund on Nov 21.

The DC inspected the newly cut 25 kms road from Brahmakund to Arowa point. He along with the team went on foot up to the last cut point.

During the discussion, the Commandant BRTF ensured that within three years the road will be completed.

The DC also met all the labourers and staff of BRTF and asked them to work sincerely. The team also visited the Parasuramkund Tourist Lodge which was constructed by the RWD Department for Tourism Department.

The DC also visited the Parasuramkund Temple and Prasuramkund for the ensuing Parasuram Mela which will be held in Jan 2016.DIPRO

 

Siang district bandh on Nov 27

ITANAGAR, Nov 23:The Siang District Headquarter Demand Committee, Boleng, in an intimation letter addressed to the Deputy Commissioner of Siang district, called for a 12-hr Siang district bandh call on November 27 beginning from 5 am  in protest against the state government’s alleged failure to address the ‘genuine’ demand of the Committee.

The bandh call is given to protest the inauguration function of the District Headquarter at Pangin.

The Committee reiterated its demand for establishment of the permanent headquarters at Boleng as per earlier Cabinet approval.

 

GSU urges Govt for Lower Siang dist

ITANAGAR, Nov 23: The Galo Students’ Union (GSU) in a representation to the Chief Minister reiterated its demand to start functioning of the proposed Lower Siang district and creation of ‘Lepa Rada’ district with Basar as its headquarters at one go.

The GSU in its representation rued that the proposed Lower Slang district remained a non-starter despite submission of countless representations and appeals by different organizations including the union (GSU).

The union alleged that this may be a deliberate ploy of the State Govt.to keep the people of the concern proposed district fighting among themselves over petty issues.

The union strongly demanded the State Govt. for immediate posting of Deputy Commissioner and Superintendent of Police at Likabali (Temporary Hq) while notifying Sikirima as the permanent headquarters as well as declaration of Lepa Rada district with Basar as promised by the State Govt, to the people of Basar in 2009.

The union also appealed for non-exclusion of any part or area under 36th Nari-Koyu assembly constituency from the proposed Lower Siang.

GSU said that the High Power Committee constituted by the State Govt, with regards to Lower Siang district has submitted its final report to the Chief Minister’s office wherein the Koyu and Kora circles under 36Nari-Koyu assembly constituency have reportedly been left out from the Lower Slang district.

“Culturally and ethnically the people of both these circles share the same bond of brotherhood and age-old relationship with other areas of the proposed Lower Siang district. Creating artificial barriers between them and separating them administratively will create a sense of deprivation and alienation among the people of these two circles,” GSU said and appealed to the CM not to accept the recommendation for keeping Koyu and Kora circles out of the proposed Lower Siang District. However, GSU said that it has no problems with other recommendations of the High power Committee report.

 

Winter Badminton tournament at Yingkiong ends

YINGKIONG, Nov 23: The 5-day Winter Badminton Tournament conducted by Yingkiong Badminton Association concluded at Multipurpose Community Hall here on 20 November.

Puru Richo won the singles title beating Solondo Mengu in 2-0 sets (21-19, 21-18). Karba Kamki won the third place beating Tashi 21-12, 21-16.

In Doubles, the pair of Dr. Karo Teng and Borbing Tekseng beat the duo of Karba Kamki and Bolet Nangkar in 3-1 sets (21-16, 20-22, 21-14 to win the title.

Menya Ete and Noin Burang beat Ani Peyang and SolondoMengu by 21-17, 18-21, 21-19 in third place decider.

ZPM Bading Teng attended the closing ceremony and distributed prizes to the winners, runners up and third place finishers along with the DPO and DIPRO.

Spotlight on PWD yet again for poor

ITANAGAR, Nov 23: The widening of national highway along with construction of cement concrete road in various sectors of capital complex is currently in the process. Even though PWD capital division recently claimed that they are constructing good quality CC road, the situation is quite different at ground level.

Proper procedures are not being followed while carrying out the construction.

“In both road widening work and CC road construction, they are not properly following the curing process. It is a process in which the concrete is protected from loss of moisture and kept within a reasonable temperature range. This process results in concrete with increased strength and decreased permeability. Curing is also a key player in mitigating cracks, which can severely affect durability. This whole process last for almost a month,” shared an expert.

He went on to say that, a hardly contractor is seen watering the CC road as well as cement concrete paved widening of national highway. Adding to it, unskilled labourers have been deployed and low quality cement is being used. Due to this cracks have already developed in various stretches of CC road and in the newly laid paved concrete along national highway. PWD should stop trying to fool people and put pressure   on the contractors to ensure quality work. In this advance internet age, they should understand that citizens are well aware and will not easily get fooled.”

To the horror and surprise of the capital citizens, PWD highway is yet to carry out the re-carpeting cum repairing of national highway starting from Banderdewa to Itanagar.

“The condition of Itanagar-Banderdewa road is in shambles. PWD had assured that repairing work will begin as soon rain stops. Now we are almost entering month of December but hardly any stretch of road has been repaired. PWD should not shabbily treat the capital citizens. They should start repairing work at the earliest before people’s patient runs out,” shared a frustrated commuter. Many citizens have demanded that during the repairing of national highway, PWD should not compromise with quality. Even though state government pumps in huge amount of money for the improvement of road infrastructure in the state capital, the unholy nexus between contractors and PWD engineers ensures that poor quality work is done.

For public it is sheer wastage of government money but for contractors and engineers it is source of earning, says another citizen.

 

 

BJP JAC takes out rally against govt

ITANAGAR, Nov 23: Large number of BJP leaders and workers under the banner of Jan Andolan Committee of the State Bharatiya Janata Party (BJP) took out a car rally from Nyikum Niya ground, Nirjuli  to I G Park here today in protest against the alleged financial mismanagement by  the ruling state Government.

BJP’s JAC headed by Tame Phassang as its chairman alleged that Chief Minister has released Rs 35 crores under Public Distribution System (PDS) HTS despite the matter being sub-judice in the court. Alleging partiality in clearance of HTS bills, Phassang further said that clearing of HTS bills for few selective contractors is with objective to abet horse-trading.

Addressing the rally, Opposition leader Tamiyo Taga reiterated his claim that the present ruling state Government in ICU. Alleging financial mismanagement by the ruling Govt, the leader also demanded thorough enquiry into the clearance of PDS bills.

 

 

Over 2000 IHHLs built under SBM in West Kameng

BOMDILA, Nov 23: As the inaugural day of Bomdila Festival 2015 kick-started with theme “Swachh Bharat Mission”(SBM) with a message to the its citizens to keep the town and district clean, the department of Public Health Engineering and Water Supply (PHED&WS) presented its overall achievements under total sanitation campaign in rural areas.

Highlighting its achievement at rural areas, Executive Engineer cum Member Secretary of District Water and Sanitation Committee West Kameng district, Likha Tekhi informed that more than 2000 Individual Household Latrines (IHHL) have been constructed at various gram panchayats since the launching of Swachh Bharat Abhiyan in Oct 2, 2014 at Bomdila. A total of 771 IHHLs at Dirang, 662 at Nafra, 322 at Thrizino-Buragoan block, 676 at Khalaktang and 189 at Singchung have been constructed till date. He was addressing the crowd before the start of the cultural programme.

Stating that the department has a mission to make West Kameng district free from open defecation, the Executive Engineer further added the PHED could manage to build eight numbers of Community Sanitary Complex (CSC),  a community toilet facility under SBM Gramin and many more are likely to be completed by this financial year. “So far we could build only one Solid Liquid Waste Management (SLWM) at Thrizino, however few more will be completed soon” Tekhi said.

The department has put up more than twenty bamboo dustbins around the festival ground.  In collaboration with 28th Madras Regiment, the PHED department has managed the sanitary facilities for the participants as well as visitors.

 

 

NE Commissions discuss Protection of Child Rights

ITANAGAR, Nov 23: Addressing the Regional Round Table Conference of all North East States Commission for Protection of Child Rights at Guwahati,  Chairperson of National Commission for Protection of Child Rights (NCPCR), New Delhi Stuti Kacker called for a joint action plan for all NE States including Sikkim to address various challenges being faced by the Commission related to Child Rights and to check the problems in coordination with all the NE States.

Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) highlighted the challenges faced by the Commission in discharging their services effectively and asked for the support of NCPCR to conduct Legal Awareness Programme to educate everyone about the various laws related to children. The Commission emphasized the need of Child Care Institution in every district, need of forensic laboratory, psychologist to deal with minor victim, problems of drug addiction, child marriage, effective implementation of Right to Education (RTE) and various other laws. The APSCPCR also insisted on coordination between the Commission and various other organizations working for the protection of Child Rights.

The conference was attended by Chairperson of APSCPCR Mitali Tingkhatra, Members Nabam Yabang, Oter Ering Tayeng and Member Secretary of APSCW Yame Higio.

 

 

PPA demands Governor to pre-pone assembly session

ITANAGAR, Nov 23: The People’s Party of Arunachal (PPA) demanded the Governor for advancing the session of the Legislative Assembly being scheduled on January 14, 2016 considering the present political scenario.

Alleging that the Governor has fixed the time of the Assembly following suggestion of the state government, PPA President Kahfa Bengia in a party meeting opined that the constitutional head of the state should not go by suggestions given by the government which has completely lost the confidence of the people.

“It has been time and again brought to the knowledge of the Governor that the present government has been reduced to a minority government and, hence, it needs to prove itself in the floor of the assembly,” the party president said.

Saying that the Governor is empowered to convene the Assembly from as early as 24 hours to a period of 10 days, Kahfa urged the Governor to rescind his earlier decision and pre-pone the assembly.  Since the Leader of the Opposition has submitted petitions of No Confidence Motion against the leadership of Nabam Tuki, the Governor must take the appropriate step required to bring back normalcy in the state immediately.

Further delay in convening such an urgent assembly of the legislators of the House can prove a political disaster, he added.

 

 

APPDSU condemns Taga for

‘anti-development’ activities

ITANAGAR, Nov 23:  All Papum Pare District Students’ Union (APPDSU) has strongly condemned Leader of Opposition Tamiyo Taga for his alleged anti-development activities and making the Taraso incident a political issue.

“Recently, Tamiyo Taga had suggested the Governor to write to the Prime Minister for cancellation of the Green Field Airport project at Hollongi with up-gradation of the existing Lilabari Airport in Assam instead. Also, he had alleged involvement of Speaker Nabam Rebia, who also is the MLA of the concern area, in last year’s Tarasso firing incident, and moved impeachment motion against him citing CBI inquiry against him,” APPDSU said in a release. APPDSU said that all these activities of Taga clearly reflect his anti-development and anti-Papum Pare attitude which cannot be tolerated.

“Being a senior legislator of the state, we have deep respect for him and warn him to refrain and desist himself from anti-Papum Pare activities and voices which he is currently doing.

“It is not a matter of concern for us if there is any political differences among the political parties and legislators with Nabam Rebia; but the way Taga is taking up Tarasso firing incident to settle his political scores cannot be tolerated,” APPDSU cautioned, and demanded Taga apologise before the public of Papum Pare failing which the students’ union threatened to launch democratic movement against him.

 

 

Monk ordinance marks end of the 8th Sacred Kathina Civara Dana cum Acharya Kanto Poi.

NAMPONG, Nov 23: The ordinance of two monks marked the end of 8th Sacred Kathina Civara Dana cum Acharya Kanto Poi at Rima Village under Rima-Putok Circle of Nampong, Changlang district on November 22.

The 8th Sacred Kathina Civara Dana cum Acharya Kanto Poi with a motto of “all Buddhist sects under one umbrella” was celebrated at Asoka Vihara, Rima Village from Nov 20 to 22.

Referring to the teachings of Lord Buddha on non-violence and peace, DC W Khimhun called upon all to have compassionate feeling for nature and wildlife.

Khimhun said that as people around the globe is on war and killing each other and intolerance for other religion over the days has risen, the teachings of Buddha was more relevant and of utmost importance in today’s time for peace and non violence. He urged all to do good for others and practice teachings of Buddha practically in life.

Responding to the memorandum submitted on construction of a boundary wall around Ashoka Vihara by the celebration committee, the DC committed to provide all possible assistance beginning from this year onward. Requesting the celebration committee, ZPC Kenglang urged for more exposure of women in national and international level workshop on Buddhism and to encourage people of the area for offering prayers on their own local dialects.

Delivering his discourse, Headmonk of Namsai Paryati Sassana Buddha Vihara Venerable Bhikkhu Aggadhamma highlighted on the significance of conducting such auspicious occasion in the area and to follow the eight fold paths of Buddha.

Among others ADC Jairampur, Kento Riba, Director IPR, CM Longphong, DDSE Changlang, H.Loyi, SDO Nampong K Tikhak, ZPM Jairmapur, T.Longri, monks from Assam, Singapore and Myanmar were present.

Thousands of Theravada Buddhists and other Buddhist sects from neighboring places with Myanmarese nationals from Pangsau Pass attended the three-day event with great devotion and enthusiasm.  

The specialty of the event was the offering of overnight weaved robes by women folks with offering of other materials to express their gratitude to Bhikkhu Sanghas. The weaving of the robes that started in the evening ended early in next morning. The ordeal for weaving the robe lasted for more than 11 hours.

The event also included chanting for world peace by all Bhikkhu Sangha.

 

 

DC warns action against absentee teachers

TEZU, Nov 23: Lohit Deputy Commissioner, Tamiyo Tatak has cautioned the absentee teachers of serious departmental action in a coordination meeting held at  Tezu today.

Addressing the gathering of the teaching fraternity of the district, Tatak said that whereas teaching profession is highly respectable job it is misunderstood in our country and state as a result of which the teachers do not get their due in the society. He appealed the teachers to be sincere, dedicated, punctual and hardworking to change the mentality of the people for the profession.

For a healthy and uniform growth of education in the district, the DC informed that there will be surprise and unannounced visits where attendance of all teachers - regular, SSA, RMSA etc. will be checked and verified. Absentee teachers will be dealt with strictly which can amount to their suspension, he cautioned. So, be regular and dedicated towards your profession for any unnecessary and unwanted developments from the authority, he said.

Meanwhile, the DC advised all the teachers to refrain from any kind of politics as it was detrimental to the growth of school and students.

Further, he asked the teachers not to compromise with the quality of education for their personal gains and indulgences. He also advocated for a well coordinated working environment and asked the executive members of the education department in the district to regularly apprise him with regard to various developments and achievements as well as shortcomings and drawbacks of the schools.

Teaching faculties present at the meeting presented their grievances to the Deputy Commissioner and the DDSE verbally. They spoke at length on the need of up gradation in terms of infrastructure including the need of repairing and maintenance in the schools. Separate toilets for boys and girls and faculty members, boundary wall, posting of regular subject teachers, water supply etc were highlighted by the teachers.

Posting or provision of an alternate teacher in case of absence of regular subject teacher on long leave etc was also taken up the teachers.

The DC after a patient hearing suggested that the grievances be submitted in written so that they can be taken up at the higher level for solution. DDSE Mana Linggi also assured to take up the grievances with the concerned departments at the earliest for reddressal. DIPRO

 

 

Jambey winds up Dudunghar tour

Tawang, Nov 23: Lumla MLA and Parliamentary Secretary for RWD Jambey Tashi winded up the annual Dudunghar circle developmental tour on Sunday. The local MLA covered the remote hamlets nestled near Bhutan border and convened developmental meetings and interaction sessions with villagers to get first hand view of their hardships and the grass root problems.

Jambey inaugurated and dedicated a double storied Inspection Bungalow (IB) to the people of Dudunghar circle at Namtsering village on Friday.

Executed by PWD Lumla, the IB is constructed with a total investment of Rs 50 Lakhs under SPA. Later, the MLA teamed with the entourage visited Dudunghar to the warm traditional reception of the people of Zanglum region.

Jambey sought cooperation from everyone in the development of the region, and urged the people to forget petty individual resentments and work hand in glove for the all round development of the region. Responding to the memorandum submitted by the locals, he committed to provide a fair price shop, blacktopping of the link road to CO office and to depute a Circle Officer in Dudunghar. Rs 25 lakhs for construction of a Zangdo Palri (traditional Buddhist temple) has been sanctioned while black topping of Momang gompa road and other infrastructures at the monastery is also in the pipeline”, he informed.

In the evening, Jambey inspected the health centre, schools building and government quarters while interacting with the staffs during his night halt at Dudunghar.

On Saturday, Jambey visited Bleteng, the last Indian village on Bhutan border, and convened a developmental meeting. Pledging all possible assistance on behalf of the government, Jambey stated that the state government is paying special attention and handling the development of the backward region with velvet gloves.

Finally, Jambey trekked to Buri village to interact with the villagers wherein he redressed their issues, before winding up his 2 day tour.

Do not compromise with the quality: Tuki

DAPORIJO, Nov  23: Chief Minister Nabam Tuki, who is on two days visit to Daporijo, the district headquarter of Upper Subansiri, inspected various ongoing projects today.

Starting with the cement concrete pavement roads, Tuki directed the engineers to not to compromise with the quality of works.

He categorically stated that the basic aim behind construction of CC pavement road is to ensure durability and stability of roads which eventually gets damaged during every monsoon.

“These roads should be durable for atleast 40 years” he said. He instructed the district administration to keep on close vigil over the quality and timely completion of the project by conducting periodical monitoring.

He also sought monitoring reports on quarterly basis over all the developmental activities undertaken in the district.

Accompanied by Home Minister Tanga Byaling, Parliamentary Secretaries Punji Mara, Dikto Yekar, Nyamar Karbak, APCC President Padi Richo, Chief Organiser Congress Seva dal  Kipa Kaha and Chairman Yura Tugung, CM Tuki inspected the mini-stadium, UD shopping complex, district hospital and Government Higher Secondary school.

On witnessing the dilapidated condition of school building, Chief Minister assured for complete renovation of the school. It may be mentioned that the school building had already outlived its age as it was built in early sixties.

CM called the department officers to prepare a master plan for the multi-storied school building and place it urgently to the government for consideration.  Later in the evening while having a meeting with the head of offices of the district, CM called for a concerted effort from all to make sure that the developmental initiatives of the state government reaches to the genuine beneficiaries. He exhorted them to work zealously to provide a transparent and error free governance with visible development. He asked all to join hands to take the State and the district to new heights. Pasighat aiming to find a place in 20 Smart Cities

ITANAGAR, Nov 23: The Pasighat Municipal Council (PMC) is making all out efforts to collect visionary ideas, suggestions, sustainable and innovative solutions for problems to prepare Smart City Proposal (SCP). The state government has appointed DDF Consultants Pvt. Ltd, New Delhi to assist the PMC in preparing the city’s SCP.

East Siang DC Isha Khosla is closely monitoring the draft preparation for SCP which will focus on area-based strategies having components of retrofitting, redevelopment, Greenfield development and PAN City initiative for development.

Earlier, Chief Councillor Denong Tamuk and Municipal Executive Officer Deepak Shinde conducted Citizen Consultation Campaign and all municipal ward councillors and NGOs have also joined the movement to enhance awareness and ensure maximum public participation. The main objective of this campaign was to involve citizens- get their ideas, views and opinions through three rounds of consultations during the preparation stage of the proposal. Interactions with students, academicians, technocrats, professionals, general public and officials of government departments is also underway to analyze the need for future development projects and fill the gap between available resources and demands.

To mobilize the citizens, district administration has set up Smart City office in DC’s office complex, Smart City Lab in Panchayat office building and consultation centers in ABK office and NIC for registration and to enter the online discussions portal (mygov.in), wherein citizens were invited to post their suggestions which crossed 6000 responses. These suggestions will be evaluated and those that are feasible will find a place in the final proposal.

Moreover, to create awareness in adjoining areas of the township, PMC continued its campaign by launching Smart City on Wheels wherein, resource persons, local Rock Band and staffs of PMC visited all un-notified locations along with a specially designed truck with IEC materials of Smart City Mission and gathered public opinion and suggestions.

 

 

Lumla runs for peace, progress and unity

TAWANG, Nov 23: Some 945 people hit the road as Lumla MLA and parliamentary secretary for RWD, Jambey Tashi flagged off the Lumla marathon at Mangnam Village on Sunday morning.  

With the theme ' Run for peace, progress and unity and also a promo run for the forthcoming Maitree Diwas, a festival to strengthen the civilian and armed forces friendship, slated for January 2016, the marathon was divided into 6 segments.

Ngurup Gyatso, Tashi Yangzom, Pandan Tsering, Dru Pema, Nima Tashi and Tsittim Zangmu secured the first position in the Boy's junior, Girl's junior, Boy's senior, Girl's senior, Men's veterans and Women's veterans events respectively.

Runners trotted 7 KMs to the finish line at Lumla General Ground via Manpat bazaar.

Hundreds of spectators rooted for the participants in the event which was sponsored by the local MLA Jambey Tashi, organized by Yuva Arunachal and 5 Mountain Division(Army).

Felicitating the champions, Jambey committed to make the event a half yearly affair for a healthier Lumla.

Emphasizing on health and hygiene, he expressed happiness over the significant rise of health consciousness among the people.

"Being your representative, I have planned to provide maximum sports facilities in the region. The proposal for an open garden gym, park and a football stadium has been placed and very soon Lumla will be equipped with these infrastructures", he informed to the thunderous applauds of the gathering.

Take up agriculture and horticulture farming: Byaling

DAPORIJO, Nov 23: A four days Vikash Rally cum Horticulture and Agriculture training camp was organised at Nacho and Siyum under Upper Subansiri.

Attending the programme, Minister Home, Power, Horticulture & Agriculture, Tanga Byaling urged the villagers to take up agriculture and horticulture farming as it could be the perennial source of earning.

Byaling informed that Cardamom plantation has got good scope and the govt is trying to bring up cardamom plantation in large scale in the state. Villagers should not waste their time in drinking alcohol and other unwanted activities in the village and everyone should now avail the opportunity given by govt. to promote horticulture and agriculture in the area, he added.

He further appealed the HGBs, Gaonburas and PRI members to extend their cooperation whole heartedly to the villagers.

Attending the programme, former MP Takam Sanjoy appealed the youth to come forward and involve themselves in cardamom cultivation to fight against the unemployment in the society.

Training was imparted to the farmers of both Nacho and Siyum by officers from Horticulture and Agriculture departments. Many farmers actively participated in the training camp.

Byaling also visited nurseries being developed by the departments and private lands for the feasibility of cultivation at Rukrijo under Dumporijo circle and Nacho circle along with officers from the department of agriculture and horticulture.

 

 

Pentavelent vaccine at Namsai and Upper Siang

ITANAGAR, Nov 23: The  Pentavelent vaccine has been successfully launched in the Namsai District on Nov 21  at CHC Namsai. Deputy Commissioner R K Sharma   urged the   DMO I/C and the DRCHO to motivate the ASHAs /Anganwadi workers as well as involve PRI leaders in all health programme to ensure full immunization of children.

DMO I/C Namsai Dr. C.L Manchey called on all to remain well prepared for full coverage of all children under the immunization programme.  DRCHO, Dr.Pill Dipen also spoke on the occasion.

Pentavalent vaccine was also launched at District Hospital, Yingkiong.

Bading Teng, ZPM inaugurated the formal programme by giving pentavalent liquid drop to a child on the occasion. Teng appealed all the medical officers and health staff not to leave even a single child unvaccinated to make the society free from all forms of diseases.

Teng also appreciated the Upper Siang District Health Society which has scored 3rd rank in the state of Arunachal Pradesh in providing quality services to the public  and hoped this tempo of spirit would be continued.

Dr. Radesh Tatan, DMO advised the staff to improve quality service to make Upper Siang a model for the entire state.

Pentavalent vaccine was formally launched in East Siang district Saturday by administering drops of the vaccine to an infant by Deputy Commissioner Isha Khosla at General Hospital, Pasighat.

The Deputy Commissioner gave emphasis on creating public awareness on the newly introduced vaccine. She urged the health department to make the routine immunization successful in the district for which the district administration will extend all necessary help and cooperation.

Khosla said that no child in the district should be left un vaccinated after introduction of the pentavalent vaccine.

Besides ZPC Kaling Dai all the staff of the hospital, including DMO Dr. M Perme, JDHS In-charge Dr. T Tali, Medical Superintendent Dr. YR Darang, doctors and nurses were present on the occasion. DIPRO

 

 

Day-2 of Bomdila Festival dedicated to environmental protection

BOMDILA, Nov 23: With the objective to educate the masses about maintaining the ecological balance, the second day of the  Bomdila Festival was themed ‘Environmental protection’ whose importance was underscored by forest & environment department.

Karmik and Adhyamik (Chos-rig) Department Chairman Jambey Wangdi, in his address, urged everyone to plant more trees and prevent deforestation. Wangdi said that man must live in harmony with nature or else face her wrath.  

The Festival Celebration Committee felicitated Army’s 5 Mountain Division GOC Maj Gen J Jayashankar for his wholehearted support as festival partner besides senior General Manager Mahindra Vijay Kumar, who heading the Mahindra Drive arrived with 72 tourists on way to Tawang, for his constant support to promote tourism. He has been doing so with the help of tour operator Lhakpa Tsering, also Motorsports Club of Arunachal, President.

In his reciprocation, the GOC thanked the organisers for giving the Army an opportunity to know about the diverse cultures of the district and lauded the peace loving people. He assured the Army’s all possible help for the festival.

West Kameng DC, also chief adviser of Bomdila Festival, was also felicitated by the committee.

The troupes of Monpa, Miji (Sajolang), Aka (Hrusso), Sherdukpen, Sartang & Bugun presented colourful cultural programmes reflecting the rich cultural mosaic of this multi-ethnic state.

Various games and sports competitions, like Tug of War, Volleyball were organized to encourage the youths towards sports.

 

 

 

Catholic community prays for peace and prosperity of mankind

ITANAGAR, Nov 23: Catholic faithful of the Capital Complex held the annual Eucharistic procession here on Sunday.

Around 7000 people, including a large number of priests, sisters and brothers along with faithful of the parishes of Itanagar, Chimpu, Nyokum Lapang, Naharlagun, Banderdewa and Doimukh led by Rt. Rev. John Thomas, the Bishop of Itanagar participated in the Eucharistic Procession and prayed for communal harmony, peace and prosperity of the State.  

Taw Tebin, President, Arunachal Pradesh Catholic Association exhorted all present to pray for well-being of mankind, its peace and safety and good health of the Pope.  

In the Holy Eucharist presided over by Bishop John Thomas, the faithful offered prayers for a peaceful and prosperous Arunachal and for harmonious living of all the tribes.  

Exhorting the large gathering, Bishop John Thomas explained the meaning and theology of the Holy Eucharist and the uniqueness that Eucharist plays in the lives of every Catholic.  

“Jesus is the King of Peace and you need to keep close to Him in the Eucharist, if you want peace in your hearts, homes and among yourselves,” said the Bishop and added that leading good and holy lives will bring peace.

The procession which started from St. Patrick’s Seminary, Model Village culminated in the campus of Good Shepherd Public School, Papu Nallah with a message of love and harmonious living.

Europe is going through difficult period

There was growing fear that Paris terror attack will polarize Europe against Muslim community. While in France such situation has not developed yet but in rest of the Europe its effect is being felt. In UK media reported quoting 'government source' that there has been sudden rise in hate crime against Muslims. A report to the Government's working group on anti-Muslim hatred have shown spike in Islamophobic hate crime of more than 300 per cent, to 115, in the week following the killings on November 13 in France.

Most victims of the UK hate crimes were Muslim girls and women aged from 14 to 45 in traditional Islamic dress. The perpetrators were mainly white males aged from 15 to 35. This report has set alarm bell ringing across the world. ISIS attacked Paris so as to ensure that it generate hate feeling against Muslims. Such attack will lead to increase in the hate crime against Muslims and in return they will turn against the Europe. ISIS wants to take advantage of such situation and motivate Muslim community against West. Therefore people should desist from falling prey to ISIS design. In another worrying news French authorities informed that one of the assailant of Paris attack had arrived using the route followed by the refugees. The assailant had turned up among refugees on Greek Island of Leros on the 3rd of last month, along with another attacker whose photo has been released but remains unidentified. This will further increase hostility against the refugees.

Review Petition and SC

Dear Editor,

Rejecting the review petition regarding the SC verdict granting citizenship to Chakma and Hajong refugees will only prolong the coming chaos.

It is not the granting of citizenship to the refugees which meets our opposition. But the issue regarding their settlement within the territory of Arunachal Pradesh. Now, we all do understand the human factor coming into play and the necessity to bring to an end the plight of fellow humans. But we surely will not accept any decision forced down our throat.

Our state was carved up due to a difference in ethnicity with neighbouring population. Since Independence, generations of our elders have strived to maintain our ethnicity. Inner Line Permit was granted upon us mostly for this one factor alone.

Now, surely by allowing the refugees to be granted land will not do much harm instantly, but this overlapping will definitely bring about the gradual disintegration of the ethnicity which time has given us, affecting its immediate neighbours first, and slowly spreading to the rest of the state.

Leaving aside this ethnicity issue, why couldn't the refugees return to their Chittagong Hill Tracts? It's not as if the whole of the Chakmas became refugees. In that situation, this debate would have been totally different. Now, granting land would mean the refugees choosing to migrate to other parts of the state for better employment and other factors, so why couldn't the GOI help re-locate them to their ancestral land? After all they have to re-locate themselves in any way.

No organ of the government should have prevalence over the rest in a Democracy. But here we are beginning to understand the very nature the Supreme Court of India. Scrapping the NJAC and terming it as "unconstitutional and void" and bringing into effect the Collegium System is one of the clear examples of the dictatorial nature of this organ. If the NJAC is unconstitutional, the Collegium System isn't flawless as well. Who keeps an eye over the Judges in the Collegium System?

From my point of view, even though politicians were involved, the NJAC seemed a better solution, even if surviving by a narrow margin. Atleast there would be a counter-acting force in the NJAC System. Now, how do we counter-act the Supreme Court? There isn't any other organ left to counter it.

If the verdict of the SC is forced down upon us, without even a general debate or a review, there would seem only one path left; a path, destructive enough to change the very nature of the state.

Compensation and govt land

Dear Editor,

It is learnt that the Holongi area being allotted for Greenfields Airport belongs to Govt of India. The history says the GOI had given the land for settlement of Chakma and Hajong refugees. It is a fact that later refugees were driven out from these land.  

Now as per my understanding goes, the land automatically belongs back to the Govt so where does the question of giving compensations to people claiming it?

When did the people claiming compensations acquire these lands in their names?

Who gave them the allotment of Govt land and why is the District Administration in a hurry to collect the lists and relevant documents for early process of compensation?

My appeal is that the status of Reserved Forest land in Karsingsa and govt owned land in Holongi, after the refugees left should be appraised to the centre.

I feel at least the Opposition Party BJP can sound the same to PM Narendra Modi so that the whole approved amount of Rs 1100 crores be purly used for construction of the Greenfield Airport. It seems Compensation alone amounts to about Rs 500 crores. This money can be saved.

Some Advocates can pursue the matter legally.

Dear Editor,

We are aware that you have insight-fully suspended public passenger Helicopter Services in Arunachal Pradesh following the mournful accident near Khonsa this year.

We understand that the suspension was for the period of rainy monsoon season.

Now that the rains are long gone and the public of Vijaynagar are hard pressed for want of transportation, may we plead with you that the much needed Air Service be kindly commenced again.
